From and after the effective date of this chapter, it shall be unlawful for any person or persons, firm or corporation, to throw, place or be a party to throwing or placing, either as principal or as agent, of any circular or handbill or other advertising matter upon any highway in the Borough, or on or in any vehicle, pole, post or other object in or on any thoroughfare, or to throw or place any advertising matter on the steps, entrance or premises of any building in the Borough, or to hand any advertising matter to any person in or on any thoroughfare in the Borough, without first having taken out a license as hereinafter provided. Provided, no license granted under this chapter shall authorize the holder of such license to distribute, cast or post any advertising matter in any manner or upon any object as prohibited by law.
Licenses as herein provided for shall be issued by the Mayor, which officer shall have full power to refuse, suspend or revoke such license. The fee for such license shall be $1. The periods during which such licenses shall be effective are hereby fixed as follows: from January 1 to June 30, and from July 1 to December 31; and any applicant for a license shall be required to pay the aforesaid license fee of $1 in full, regardless of what portion of the respective license period may have expired.
Ordinance No. 417, approved the 20th day of April 1928, is hereby specifically repealed, and all ordinances or parts of ordinances conflicting with the provisions of this chapter are hereby repealed.
