The Towns of Baldwin, Eau Galle, Emerald, Erin Prairie, Hammond, Pleasant Valley, Rush River and Springfield and the Villages of Baldwin, Hammond, Wilson and Woodville Joint Fire Protection District (hereinafter "JFPD" or "Department") is officially recognized as the entity which shall provide firefighting and fire-prevention services for the Village of Baldwin. The Joint Fire Protection District may also be known as the "United Fire and Rescue District."
During the time the Village of Baldwin is a member of JFPD, the Village shall appropriate funds pursuant to the formula set forth in the Joint Powers Agreement of JFPD to fulfill its contractual obligations to JFPD for funding the operations and long-term debt expenses of the JFPD.

A. 
Individual property owners within the Village receiving firefighting and fire-protection services shall be charged a fee according to the schedule established by JFPD for actual firefighting and protection services provided to their individual property. In the event that a fire call is not made to real estate located within the Village, but instead made to a vehicle located on a public street within the Village, the charges shall be imposed on all owners of such vehicle.
B. 
Payment of fire call fee. The fire call charges provided for in this chapter shall be paid in full to the Village Clerk no later than 60 days after the date of the particular fire call. The failure to pay the bill within 60 days will result in interest being charged at the rate of 1 1/2% per month from the date of the bill. Those bills for fire calls to real estate, including interest, that remain outstanding for more than 90 days as of November 1 of any year shall become a lien against real estate and shall be placed on the tax roll as a delinquent special charge under Wis. Stats., § 66.0627.
C. 
Liability for fire calls from fire departments other than authorized fire departments. Any property owner requesting fire protections directly from any fire department other than those listed above shall be responsible for the full costs billed to the Village resulting from the fire call. This section shall not apply to the cost of any other department responding at the request of an authorized department under a mutual aid agreement.
A. 
The primary objective of the fire defense program is to serve all citizens, without prejudice or favoritism, by safeguarding, collectively and individually, their lives against the effects of fires and explosions.
B. 
The second objective of the fire defense program is to safeguard the general economy and welfare of the community by preventing major conflagrations and the destruction by fire of industries and businesses.
C. 
The third objective of the fire defense program is to protect the property of all citizens against the effects of fire and explosions. All property deserves equal protection regardless of location or monetary value.
