A. 
Regulations. Except as set forth in § 224-6B below, it shall be unlawful for any person in the Village of Baldwin to operate or ride a skateboard, roller skates, rollerblades, powered scooters, roller skis, or similar devices in any of the following places:
(1) 
On any Village sidewalk and any street or highway, except while crossing a roadway at a designated crosswalk.
(2) 
In any public parking ramp or parking lot.
(3) 
On private property, unless permission has been received from the owner, lessee or person in charge of that property.
B. 
Operators or riders of skateboards, roller skates, roller skis, or similar nonmotorized devices may operate or ride on local Village streets in residential districts, excluding any state or county highways, provided that they shall ride along the most far right portion of any roadway. Operating or riding after dark is not permitted without a visible light to the front and the rear of the operator/rider unless the operator/rider is wearing reflective clothing that can be seen from any direction. Any operator or rider shall yield the right-of-way to pedestrians and shall not otherwise endanger or interfere with normal pedestrian and vehicular traffic.
(1) 
Powered scooters, powered boards and similar powered devices. Authorized use is limited to properties where permission is given by the property owner, lessee, or person in charge of the property.
(2) 
Sleds and toboggans. Authorized use for all involved assumes the same responsibilities as those riders of skateboards, roller skis, or similar devices as mentioned in Subsection B. Authorized use is however limited to those riders being pulled by human power and under appropriate supervision.
C. 
No person riding upon any coaster, roller skates, skateboard, roller skis, sled, toboggan or similar devices shall attach the same or himself/herself to any vehicle upon a roadway or be pulled by vehicle or bicycle upon a roadway.
A. 
Any person 14 years of age and over who shall violate any provisions of this article may be issued a citation and be subject to the penalties provided by the deposit schedule and, upon conviction thereof, may be required to forfeit not more than $25, together with the costs of prosecution.
B. 
Any person under 14 years of age who shall violate any provisions of this article may receive an officer's report warning notice along with the following additional actions:
(1) 
First offense in one year: a warning letter sent to the parent or guardian.
(2) 
Second or third offense in the same year: the play vehicle may be impounded by law enforcement authorities.
(3) 
Fourth and subsequent offense in the same year: mandatory referral to St. Croix County Juvenile Court.
C. 
Any parent or guardian of any child who authorizes or knowingly permits such child to violate any of the provisions of this article may be subject to the provisions of §§ 346.77 and 346.82(1), Wis. Stats.
