The boundary limits of the Borough of Verona are hereby established
as a zone in which motor vehicles may remain standing without lights,
and all highways within such boundary limits are hereby designated
as highways where motor vehicles may remain standing without lights.
Wherever a space shall be marked off on any highway for the
parking of an individual vehicle, every vehicle there parked shall
be parked within the lines bounding such space.

at any and all times.

Parking of motor vehicles weighing in excess of 12,000 pounds,
commercial motor vehicles, any boat, trailer, whether attached or
not to another motor vehicle, on a street or road in an area zoned
residential within the Borough is hereby prohibited. This section
will not prohibit the parking of commercial vehicles that are making
routine deliveries or commercial vehicles used by tradesmen working
in residential areas.

No person shall park a vehicle or other tractor, trailer or
tractor-trailer combination having a gross weight in excess of 12,000
pounds, or allow the same to remain parked, on any street in the Borough.

(2)
The Borough of Verona Public Works/Street Department is hereby authorized
to take appropriate measures to place signage and paint lines to designate
the location of the restricted parking area.
(3)
Violations. It shall be unlawful and a violation of the provisions
of this subsection to:
(a)
Cause, allow, permit or suffer any vehicle registered in the
name of or operated by such person to be parked overtime or beyond
the period of legal parking time established for this restricted parking
during the designated hours of the restriction.
(b)
Park any vehicle across any line or marking of a parking meter
space or in such position that the vehicle shall not be entirely within
the area designated by such lines or markings.
(4)
Authorization to tow vehicle. The Borough hereby authorizes its police
officers and code enforcement officers to tow any vehicle determined
to be in violation of the terms of this subsection. The owner of the
vehicle shall be responsible for any towing and storage charges incurred
as a result of this enforcement.

Parking will be prohibited in specific locations on certain
days and hours on the streets of the Borough of Verona. Appropriate
signs indicating certain days and hours when parking is prohibited
will be erected in conspicuous locations indicating "no parking" areas.

A.
Any person who shall violate any provision of this Article III shall, upon conviction thereof, be sentenced to pay a fine of $15 and costs of prosecution and, in default of payment of such fine and costs, may undergo imprisonment for a number of days equal to one day for each $10 of the unpaid balance of the fine and costs, provided that the fine amount shall be $10 if the owner or operator of such vehicle that was parked in violation of this Article III pays such amount within five days of receiving the notice of a violation as provided for herein. It shall be the duty of the police officers of the Borough to report to the Mayor all violations of any provisions of this Article III, indicating, in each case:
(1)
The section thereof violated.
(2)
The license number of the vehicle involved in such violation.
(3)
The location where such violation took place.
(4)
The time of such violation.
(5)
Any other facts that might be necessary in order to secure a clear
understanding of the circumstances attending such violation.
B.
The police officer making such report shall also attach to every such vehicle a notice that such vehicle was parked in violation of this Article III, which notice shall contain instructions to the owner or operator of such vehicle that if he shall report to the Borough Building and pay, for the use of the Borough, the sum of $10 within five days after the time of such notice, or if he shall place the sum of $10 enclosed within the envelope provided in any of the special parking fine boxes installed at various locations within the Borough, such fine shall be in the amount of $10 and not $15.

PARKING PERMIT OFFICER
Definitions. For the purpose of this article, the following terms
shall have the meanings as set forth herein:
Borough-owned parking areas located on the westerly side
of East Railroad Avenue within the commercial district of the Borough
of Verona, where parking is limited to not more than two consecutive
hours between 7:00 a.m. and 6:30 p.m. on weekdays, excepting holidays,
unless the vehicle properly displays a parking permit authorized by
this section.
A property owner having title to real property or a renter
who is a party to a lease agreement and is currently residing in the
commercial district of the Borough of Verona.
The area designated as a "commercial district" pursuant to
the Borough of Verona zoning ordinances.[1]
An automobile, motorcycle or other motor-driven form of transportation
not in excess of 6,000 pounds of gross weight and currently registered
with the Pennsylvania Department of Motor Vehicles.
A designated member of the Verona Police Department.
B.
Designated Borough parking permit area. There is hereby established
parking permit areas on the westerly side of East Railroad Avenue
within the commercial district of the Borough of Verona.
C.
Restricted parking. No person shall park in said designated Borough
parking permit area for more than two consecutive hours between 7:00
a.m. and 5:00 p.m. on weekdays, excepting holidays, unless the vehicle
properly displays a parking permit authorized by this section.
D.
Issuance of parking permits.
(1)
Parking permits shall be issued by the parking permit officer. No
more than one parking permit shall be issued to each motor vehicle
for which application is made.
(2)
Parking permits may be issued to motor vehicles only upon application
of the following persons:
(a)
A person who resides in a commercial district in the Borough
of Verona who has a motor vehicle currently registered in his name
or has a motor vehicle for his exclusive use and/or under his control.
(b)
A person who owns or leases commercial property and actively
engages in a business activity within a Borough parking permit area.
(c)
A person who is employed by a business within a Borough parking
permit area.
(d)
Proof of residency, ownership or employee status and motor vehicle
ownership and control of use shall be demonstrated in a manner determined
by the parking permit officer.
E.
Posting signs indicating restrictions. The parking permit officer
shall cause appropriate signs to be erected in the area prominently
indicating the day and time periods for parking in the Borough parking
permit area, conditions upon which parking shall be exempt therefrom,
and other regulations as the parking permit officer deems necessary.
F.
Display of parking permits. Permits on motor vehicles shall be displayed
in a manner to be determined by the parking permit officer.
G.
Permit parking exemptions. A motor vehicle on which is displayed
a valid parking permit as provided for in this section shall be permitted
to stand or to be parked in the said Borough parking permit area for
which the permit has been issued without being limited by time restrictions
established pursuant to this section. Such motor vehicle shall not
be exempt from parking restrictions or prohibitions established pursuant
to other ordinances of the Borough of Verona. All other motor vehicles
except emergency vehicles parking within a Borough parking permit
area shall be subject to the time restrictions adopted as provided
in this section. A parking permit shall not guarantee or reserve the
holder thereof a designated parking space within the Borough parking
permit area.
H.
Parking permit term and renewal. Each parking permit issued by the
parking permit officer shall be valid for three months from the date
of issuance. Permits may be renewed every three months upon reapplication
in the manner required by the parking permit officer.
J.
Violations.
(1)
No person shall falsely represent himself as eligible for a parking
permit or furnish false information and applications to the parking
permit officer.
(2)
No person shall hold a valid parking permit issued pursuant hereto
or permit the use or display of such permit on a motor vehicle contrary
to any provisions of this section.
(3)
No person shall produce, copy or otherwise bring into existence a
facsimile or counterfeit parking permit or permits without written
authorization from the parking permit officer, and no person shall
use or display the facsimile or counterfeit parking permit in order
to evade time limitations on parking applicable in said parking permit
area.
K.
Permit revocation. The parking permit officer is authorized to revoke
the parking permit of any person found to be in violation of this
section, and upon written notification thereof, the person shall surrender
such permit to the parking permit officer.

No person shall park or leave unattended a motor vehicle along
a highway or other public property within the Borough of Verona without
a valid registration plate, certificate of inspection and/or ascertainable
vehicle identification number.

Borough Council, at its discretion, may provide at convenient
and suitable locations in any one or more of the private or public,
metered or unmetered, on-street or off-street parking spaces reserved
parking spaces for handicapped persons or severely disabled veterans
and shall designate those spaces by appropriate signs.

It shall be unlawful and a violation of § 244-30 and this section of this article for any person to park in any such reserved parking space as designated in § 244-30 any vehicle unless the vehicle bears either one of the following.
A.
A handicapped or severely disabled veteran plate; or
B.
A handicapped or severely disabled veteran parking placard; and
C.
The operator of said vehicle is handicapped or a severely disabled
veteran or unless the vehicle is being operated for the transportation
of a handicapped person or severely disabled veteran.

A.
Permit fee. The Borough of Verona hereby establishes the fee for
permit parking within the Borough whether on street or in Borough
parking lots to be $15 a month for Verona residents and businesses
and $20 a month for nonresidents. Counsel may change the fee from
time to time by resolution without adopting any other ordinance. Counsel
may limit the number of permits available, thereby limiting the number
of vehicles parked on the street.
B.
Parking violations. The Borough of Verona hereby increases the penalty
for parking violations on all two-hour parking within the Borough
to $15 per violation. In the event an issued parking ticket is not
paid within five business days of issuance, a citation shall be issued
to the owner of the vehicle in question.
C.
Penalty. Any person or vehicle parking in the designated permit area,
including parking lots, without having first obtained a permit shall
receive a citation and upon conviction of the same shall be liable
to a fine of not less than $100 nor more than $1,000 plus actual costs
of prosecution incurred, including reasonable attorney fees; provided,
each day's violation shall constitute a separate offense and
the court of competent jurisdiction is hereby authorized to impose
the maximum fine permissible (i.e., $1,000 per day) for each and every
day the violation continues regardless of whether multiple citations
have been issued. Any person who fails to pay a parking ticket for
a two-hour parking violation shall receive a citation and upon conviction
of the same shall be liable to a fine of not less than $100 nor more
than $1,000 plus actual costs of prosecution incurred, including reasonable
attorneys fees.

A.
Permit parking designated on a portion of 2nd street. The Borough
of Verona hereby designates that portion of 2nd Street by and between
Wildwood Street and Church Street as "permit parking only," Monday
through Friday, between the hours of 7:00 a.m. and 5:00 p.m. Parking
on this portion of 2nd Street is restricted to those individuals who
have obtained a permit purchased from the Borough and said permit
is conspicuously posted in the vehicle. Borough officials shall place
such appropriate "permit parking only between 7:00 a.m. and 5:00 p.m."
signage as the Borough deems necessary.
B.
Permit parking designated on a portion of Center Avenue. The Borough
of Verona hereby designates that portion of Center Avenue by and between
Allegheny River Boulevard and Brunot Street as "permit parking only,"
Monday through Friday between the hours of 7:00 a.m. and 5:00 p.m.
Parking on this portion of Center Avenue is restricted to those Verona
residents who have obtained a permit purchased from the Borough and
said permit is conspicuously posted in the vehicle. Borough officials
shall place such appropriate "permit parking only between 7:00 a.m.
and 5:00 p.m." signage as the Borough deems necessary.
C.
Temporary and resident permit parking. Verona residents who reside
within 150 feet of the permitted parking areas on 2nd Street and Center
Avenue may apply for a temporary permit to park in these designated
areas for special events, parties and gatherings where additional
parking may be necessary. Such temporary parking permit shall be issued
at the discretion of the Chief of Police or his designate. There shall
be no fee for the temporary permit parking unless a fee is subsequently
established by Council by resolution. Any property owner who lives
directly adjacent to the designated parking areas shall be entitled
to a resident permit to park in the designated areas at no charge
to the resident. Resident permits do not need to be renewed and shall
last as long as the resident lives adjacent to the designated area.
D.
Permit fee. The Borough of Verona hereby establishes the fee for
permit parking along these portions of 2nd Street and Center Avenue
to be $15 a month for Verona residents and $20 for nonresidents. Only
individuals with a valid driver's license may obtain a permit.
Additionally, the permit may only be used in the vehicle for which
the permit was issued. Counsel may change the fee from time to time
by resolution without adopting any other ordinance. The Borough shall
grant a permit to each applicant upon a first-come-first-serve basis.
The Borough may, by resolution also from time to time, establish an
application criteria for the granting of the permit which shall at
a minimum include name, address and telephone number of the applicant,
the name, address and telephone number of the owner of the vehicle
if other than the applicant, the vehicle identification number, the
license number of the vehicle and a copy of the driver's license
of the applicant. All applicants must be validly licensed drivers,
certified to operate the vehicle for which a permit is requested.
E.
Penalty. Any person or vehicle parking in the designated area without
having first obtained a permit shall receive a local citation, the
fine for which shall be $15 provided it is paid within five days of
issuance. Failure to pay the local citation shall result in a formal
citation filed with the magisterial judge, and upon conviction of
the same the person shall be liable for a fine of not less than $100
nor more than $1,000 plus actual costs of prosecution incurred, including
reasonable attorney fees; provided each day's violation shall
constitute a separate offense and the court of competent jurisdiction
is hereby authorized to impose the maximum fine permissible (i.e.,
$1,000 per day) for each and every day the violation continues regardless
of whether multiple citations have been issued. Council may change
the local citation parking fine from time to time by resolution at
its discretion.
