A Planning Commission, to be composed of five members appointed as provided by law, is hereby created in and for the Borough of Verona. The said Planning Commission shall perform all duties and may exercise all the powers conferred by law upon borough planning agencies, provided that the Planning Commission of the Borough of Verona now in existence shall constitute the Planning Commission hereby created and nothing in this chapter shall affect the tenure of any member of said Planning Commission.

A. 
The members of the Borough of Verona Planning Commission shall be appointed by the Council of the Borough of Verona. The terms of each of the members of the Planning Commission shall be for four years or until a successor is appointed and qualified, except that the terms of the members first appointed pursuant to this chapter shall be as follows:
(1) 
One of the initial members of the Planning Commission shall be appointed for a term of two years.
(2) 
Two of the initial members of the Planning Commission shall be appointed for terms of three years.
(3) 
Two of the initial members of the Planning Commission shall be appointed for a term of four years.
B. 
The initial term of the Planning Commission shall have been deemed to commence beginning the first Monday in January 2016. Following the expiration of the initial term, all subsequent terms shall be for four-year durations beginning on the first Monday in January such that at least one term expires annually.
C. 
To the extent a vacancy occurs due to resignation, death or otherwise, then Borough Council shall appoint a qualified resident to the unexpired term.
D. 
To the extent that Council does not immediately fill an expired term, then the individual whose term has expired shall continue to serve until a replacement is appointed by Borough Council. Once filled, the new member shall serve for the remainder of the three-year term.
E. 
The Planning Commission may offer recommendations to the Council concerning the appointment, removal, or replacement of any member, however, nothing contained herein shall be deemed to preclude Borough Council from reorganizing or recomposing any or all of the Planning Commission members at any time as the Planning Commission serves at the pleasure of Borough Council.
