GENERAL REFERENCES
Peddling and soliciting; special sales — See Ch. 168.
No person shall engage in the business of being an antiques or secondhand dealer without first obtaining a license from the license officer, designated as the Borough Manager, or other designated agent of the Borough. A license may be obtained at the Verona Borough Municipal Building 736 East Railroad Avenue, Verona, PA 15147. Proper identification by way of current driver's license, state identification card or other valid ID is required.
As used in this chapter, the following terms shall have the meaning indicated in this section:
SECONDHAND ARTICLES OR GOODS
Any articles or goods that are purchased, salvaged, traded or received from any person.
SECONDHAND DEALER OR ANTIQUES DEALER
A. 
Any person who either, wholly or partly, engages or operates the trade or business of buying and selling used goods such as antiques, precious stones, semiprecious stones, metals and jewelry, tools, electrical devices, fixtures, appliances, secondhand cars, automobile accessories or tires, household goods, firearms, coins, trading cards, and all other used items.
B. 
The foregoing enumeration of articles, goods and property shall not be deemed to be exclusive or all inclusive.
Every secondhand and antiques dealer shall keep a book legibly written in the English language at the time of acquiring articles in the course of business, which book shall contain:
A. 
An accurate description of the article purchased.
B. 
The name and address of the person selling the article.
C. 
The name and address of the person buying an article.
Every secondhand or antiques dealer shall furnish by 12:00 noon Monday to the Chief of Police of the Borough of Verona information specified in § 198-3 for the previous business week.
No secondhand or antiques dealer shall sell or dispose of in any way, until 30 days after purchase, any of the following secondhand articles or goods: antiques, precious stones, coins, all jewelry, watches, old gold, platinum, silver or other precious metals or any similar articles or things. No secondhand or antiques dealer shall sell or dispose of in any way any other secondhand article or goods until seven days after purchase of the same.
No secondhand or antiques dealer shall purchase any article from any person under 18 years of age nor from any intoxicated person or known thief.
In addition to reasons previously specified herein, if any secondhand or antiques dealer is convicted of robbery, burglary, larceny, receiving stolen property or any other crime involving the unlawful obtaining of personal property, the license officer shall immediately revoke his license.
