There shall be a Housing Authority, which shall be managed, controlled and governed by five members, appointed or elected as provided in this chapter, of whom three shall constitute a quorum.
A. 
Four members of the Housing Authority shall be elected by the voters of the Town at the regular Town election held in November 2007. The two candidates receiving the highest number of votes at the November 2007 election shall be declared elected to a four-year term. The candidates receiving the third and fourth highest number of votes shall be elected for a two-year term. Thereafter, at each regular Town election, two candidates shall be elected to the Housing Authority for a term of four years.
B. 
The fifth member of the Housing Authority shall be appointed by the Commonwealth of Massachusetts Department of Housing and Community Development for an initial term of three years. Thereafter, as the term of the appointed member of the Housing Authority expires, his/her successor shall be appointed, in the same manner and by the same body, for a term of five years from such expiration. C. 
Membership in a housing or redevelopment authority shall be restricted to residents of the Town.[1]

D. 
Vacancies, other than by reason of expiration of terms, shall be filled for the balance of the unexpired term, in the same manner and by the same body stated above. Every member, unless sooner removed, shall serve until the qualification of his/her successor.
E. 
As soon as possible after the qualification of the members of a Housing Authority, the Town Clerk shall file a certificate of such appointment and election, as the case may be, with the Department of Housing and Community Development, and a duplicate thereof, in either case, in the office of the Secretary of State. If the Secretary of State finds that the Housing Authority has been organized and the members thereof elected or appointed according to law, he/she shall issue to it a certificate of organization and such certificate shall be conclusive evidence of the lawful organization of the authority and of the election or appointment of the members thereof. Whenever the membership of the Housing Authority is changed by appointment, election, resignation or removal, a certificate and duplicate certificate to that effect shall be promptly so filed. A certificate so filed shall be conclusive evidence of the change in membership of the authority referred to therein.
The Braintree Housing Authority shall make careful studies of the housing needs within the Town and shall provide such programs to make available housing for families of low income and for elderly persons of low income as it deems to be necessary or desirable and it may make studies and investigations relative to community development, including desirable patterns for land use and community growth. The Housing Authority shall have all of the powers, duties, authorities and responsibilities as are afforded to such entities under MGL c. 121B.
