There shall be a Board of Trustees of the Thayer Public Library, which shall consist of nine Trustees. The Town shall elect by ballot eight Trustees of the Thayer Free Public Library who shall be residents of the Town. In accordance with Section 9-5(b) of the Charter, the one remaining lifetime appointee to the Board of Trustees shall transition to an elected position when this office is vacated. The Board shall from its own number annually choose a Chair, Vice Chair and a Clerk.

A. 
The Board of Trustees of the Thayer Public Library shall represent the interests, issues, and concerns of the library to the Mayor, other agencies of the Town government and to the public. The Board of Trustees of the Public Library may establish written policies for the selection of library materials and the use of materials and facilities in accordance with the standards adopted by the American Library Association and MGL c. 78.
B. 
The Library Trustees shall appoint a Director, who shall be charged with the day-to-day administration of the library, subject to policy direction and guidelines adopted by the Library Trustees.
C. 
Pursuant to MGL c. 78, § 11, the Library Trustees shall have the custody and management of the library and reading room and of all property owned by the Town relating thereto. All money raised or appropriated by the Town for its support and maintenance shall be expended by the Library Trustees, and all money or property which the Town may receive by gift or bequest for said library and reading room shall be administered by the Library Trustees in accordance with the provisions of such gift or bequest. The Library Trustees, for the purpose of improving the services of said library, may enter into an agreement with the board or boards of any neighboring library or libraries, to pay for services in common, or to manage a facility to be operated jointly by more than one municipality, such payments to be shared in accordance with terms of such agreement.
