The Food and Assistance Board shall be composed of a minimum of three and a maximum of five persons. Members Four and Five are optional appointments and are not mandatory. The members of the Board shall be appointed by the Mayor with the approval of the governing body. The members shall serve without compensation but shall be allowed their necessary and actual expenses.
A. 
The terms of each member of the Board shall be for two years, expiring in alternate years, except that the initial appointments following the adoption of this subsection shall be: Member One shall be appointed for a three-year term expiring December 31, 2017; Member Two shall be appointed to a two-year term expiring December 31, 2016; Member Three shall be appointed for a three-year term expiring December 31, 2017; Member Four shall be appointed to a two-year term expiring December 31, 2016; and Member Five (if any) shall be appointed to a three year term expiring on December 31, 2017. As each member’s initial appointment expires, the new term shall be for two years.

B. 
The term of each member of the Board shall begin on the first day of January, and each member shall continue in office until his successor shall be appointed and shall qualify. Vacancies shall be filled for the unexpired terms only.
The Board shall organize and select a Chairman and a Secretary.
The Board shall operate the Borough's food pantry, provide emergency payments of utility bills, and publish a newsletter. In addition, the Board shall provide assistance by any other method approved by the governing body and complying with the laws of New Jersey.
