Within the limits of the Township of Jackson, in the County of Ocean, no person, firm or corporation shall conduct or carry on the business of the operation of a trailer park or campsite or work in, occupy or directly or indirectly in any manner whatsoever utilize any place or premises in which is conducted or carried on a trailer park or campsite, unless and until there is granted by the governing body of said Township, in accordance with the terms of this article, and shall be in force and effect, a license to conduct said trailer park and campsite for the place and premises in or at which the same shall be conducted and carried on. However, trailers to be used in connection with construction projects and in connection with mining operations are allowed within the Township of Jackson, provided that the owner thereof notifies the Building Inspector in writing of the fact that such trailer is to be installed within the Township of Jackson and indicates the location of the trailer and the proposed date of its removal, and provided further that said trailer is not to be used for dwelling or living purposes.

A. 
The fee for each trailer park or site shall be dependent upon the number of trailers located in said trailer park or site, payable in advance at the time that the licensee shall obtain a license to operate said trailer park or site, and said fees shall be as follows:
(1) 
One to 20 trailers: $75 per year.
(2) 
Twenty-one to 40 trailers: $125 per year.
(3) 
Forty-one to 60 trailers: $200.
B. 
Said license fee must be paid to the Township by the first day of February of the year for which the license is being issued.

Editor's Note: This ordinance also provided as follows: "This ordinance shall become effective only in the event that mobile homes located in mobile home parks licensed under the provisions of Chapter 400 of the Jackson Code become taxable as real property. In the event such mobile homes are not taxable as real property, the provisions of this ordinance shall not become operative."

Each licensee shall keep records of the number of trailers in the park or site, and also the names and addresses of all persons living in or occupying or owning trailers in the park or site, and exhibit such records to any member of the Township of Jackson Police Department and to the representatives of the Township upon demand in order that proper charges shall be made by the Township in accordance herewith.

A. 
Every trailer park shall have at least one male and one female toilet, which shall be properly connected with adequate cesspools or septic tanks, shall have a supply at all times of good water and shall be maintained in a clean condition.
B. 
The sewerage hookups for all trailers must be made by the licensee of the parks or sites. All hookups must be watertight. The licensee of the trailer camp or site must have hookups for all outlets.
C. 
All additions to trailer parks or sites now in operation and all new trailer parks or sites must be approved by the Township Engineer of the Township of Jackson.
D. 
The licensee must furnish at least one garbage container with cover for each trailer on the licensed premises.
E. 
Each trailer in the licensed premises must have at least 2,500 square feet of space on which it is situate.
F. 
The Board of Health shall make two inspections each month of each licensed trailer park or site.
G. 
No trailer or mobile home located in a trailer park licensed pursuant to the provisions of §§ 400-1 through 400-9, whether such trailer or mobile home is sold or rented, shall be occupied by the vendee, tenant or lessee, as the case may be, until a certificate of occupancy has been secured from the Construction Code Official of the Township of Jackson certifying that said trailer or mobile home complies with all applicable state laws and regulations as well as with all applicable provisions of the Jackson Code. Application shall be made to the Construction Code Official on a form to be provided. A fee of $5 shall accompany such application. A certificate of occupancy shall be issued if the trailer or mobile home complies with all applicable laws, regulations and ordinances as aforesaid. No trailer or mobile home shall be installed or occupied in such a trailer park unless it is properly supported by such supports as may be necessary.

H. 
Roads, where provided, shall be designed so as to permit convenient and safe movement of traffic and unobstructed access to a public street or highway. All roads shall be paved and shall have a smooth, hard, dense and dust-free surface which shall be durable and well drained under normal use and weather conditions. Road surfaces shall be maintained free of holes and free of snow and ice, and any such accumulation of snow and ice shall be removed within a minimum of 24 hours after termination of the precipitation which caused the snow or ice to accumulate. No road, street or driveway located in a trailer park or family mobile home park shall have a name which will duplicate the names of any other existing public or private roads or streets located within the Township of Jackson. All such street names shall be subject to approval by the Township Committee.

Editor's Note: This ordinance also provided that it shall take effect 12 months after final passage and publication as required by law. Where the requirements for paved roadways would result in peculiar and exceptional practical difficulties to, or exceptional and undue hardship upon, the owner of a park, the time for compliance therewith may be extended by the Township Committee.
Any person convicted of a violation of this article shall be subject to imprisonment in the County Jail of the County of Ocean for a term not exceeding 90 days or to a fine not exceeding $500, or both.

There shall not be more than four trailer park licenses issued by the governing body, and no trailer park shall contain more than 60 trailers within the boundaries of the site for which the license shall be issued.
