[HISTORY: Adopted by the Board of Commissioners of the City of Union City 1-7-1997 as § 4-23 of the 1996 Revised General Ordinances. Amendments noted where applicable.]
For the purposes of this chapter, the following words shall have the following meanings:
BAZAAR
Any fair or festival having booths, counters or stands wherein fortune wheels, gambling machines or any games of chance are displayed, operated or offered to be gambled or played upon, or wherein any merchandise is offered for sale.
BLOCK DANCE
Any affair having an assemblage of persons to participate in a dance upon a public street.
CARNIVAL
Any festival, revel or celebration.
CIRCUS
Any show or display in which feats of tumbling, horsemanship, strength or a menagerie are to be exhibited.
Except by permit from the Chief of Police, no person shall be permitted to:
A. 
Conduct or operate a carnival, bazaar, dance or circus upon or within any portion of the public streets, highways or sidewalks of the City; or
B. 
Fence in, rope or mark off, or in any manner close a public street, highway or sidewalk or any portion thereof, for the purpose of conducting or operating thereon a carnival, bazaar, block dance or circus.
