A. 
The authorities, boards, and commissions which exist on the effective date of this chapter shall continue to exist.
B. 
Except where otherwise provided by law or ordinance, all authorities, boards, and commissions shall be advisory in nature and perform no administrative function.
A. 
In the event of a vacancy in any authority, board and/or commission, the Mayor shall nominate an individual for such vacancy in accordance with § 7-17.
B. 
A member of any authority, board, or commission may be removed at the discretion of the appointing body unless required otherwise by law.
C. 
The terms of no more than a simple majority of the membership shall expire during the same calendar year.
D. 
Any vacancy on an authority, board, or commission shall be filled by the appointing body for the remainder of the unexpired term. Such members shall be appointed within the time frame designated by each authority, board, or commission.
E. 
There shall be no limit on the number of terms that an individual may serve.
A. 
Each authority, board, or commission shall provide for rules and regulations governing its operation. Such rules and regulations shall provide for the keeping of records pertaining to its duties, the conduct of meetings and public hearings and a periodic reporting to the residents of the City and the City Manager.
B. 
The City Manager shall assign each authority, board, or commission to an appropriate unit of the administrative service for necessary staff, liaison and administrative assistance.
C. 
Meeting minutes, agendas and annual reports shall be provided by electronic means as determined by the City Clerk, to the City Clerk for filing.
The City may appoint members to regional boards and commissions as requested by regional governing bodies in accordance with the law.
