The Village Building Inspector does not conduct electrical inspections. Electrical inspections in the Village have previously been conducted by the New York State Board of Fire Underwriters and in recent times the services of the Board of Underwriters has been modified and they are not as readily available within the Village as they had been. While electrical inspection is a very important element of construction within the Village, the Village Board deems it necessary to authorize other inspection agencies to conduct inspections and to allow the Building Inspector to accept the certification of these other agencies as proof that proper inspections have occurred. It is with these purposes in mind that this chapter is adopted.
All electrical work installed in the Village shall be subjected to appropriate electrical inspection for compliance with the National Electrical Code, most current edition thereof. No approval shall be granted by the Building Inspector for any construction within the Village containing electrical work unless and until an appropriate inspection certificate has been filed with him.
The Village Board shall from time to time adopt a resolution designating inspection agencies who are authorized to conduct electrical inspections within the Village of Buchanan. These electrical inspection agencies shall be fully certified by the National Electrical Inspection Agencies and shall provide a certificate of liability insurance in an amount satisfactory to the Village Attorney. Additionally, the inspection agency shall file a letter from Consolidated Edison indicating that their inspections are accepted by and relied upon by Consolidated Edison for the connection of electrical services within the Con Ed service area.
Any provisions of the Village Code with any reference to electrical inspections shall be interpreted so as to mean that the provisions of this chapter shall pertain thereto, and this chapter shall supersede any other provisions for electrical inspection in the Village Code.
