It is the intent of this chapter to provide minimum standards, provisions and requirements to ensure safe and stable design of plumbing and uses of materials in buildings or structures hereafter erected, constructed, enlarged or altered in the Village of Buchanan and to regulate and provide for the securing of permits and licenses and for penalties for violation of the terms of this chapter.
This chapter shall apply only to buildings and/or structures located in the incorporated area of the Village of Buchanan.
The Village of Buchanan hereby adopts and recognizes the State Uniform Fire Prevention and Building Code in effect on January 1, 1984, and as it may be amended from time to time, as the Official Building Construction Code of the Village of Buchanan.[1]

This chapter shall be enforced by the Building and Plumbing Inspector, appointed by the Village Board, hereinafter collectively referred to throughout this chapter and otherwise in the Code as the "Building Inspector."
No building or structure shall be erected, constructed, enlarged, altered or moved until a permit therefor has been issued by the Building Inspector in accordance with Chapter 67, Building Construction, Article II, of the Code of the Village of Buchanan.
Any person conducting or practicing the trade of plumbing in the Village of Buchanan as an employing or master plumber shall, upon satisfactory evidence of experience and qualification, obtain a license as hereinafter provided.
All applications for plumbing licenses shall be accompanied by a fee in accordance with the fee schedule as set forth in Chapter 67, Building Construction, Article I, of the Code of the Village of Buchanan.
Upon receiving satisfactory evidence of experience and qualification, the Building Inspector shall issue a license to the applicant to carry on the business of a master plumber, subject to the rules and regulations of the code.
Licenses may be canceled by the Building Inspector for violation of the rules and regulations pertaining to plumbing, after a hearing had before the Board of Trustees and upon a prior notice of not less than 10 days, stating the ground of complaint and served on the person charged with such violation.
All licenses issued under this chapter shall expire in the 31st day of December of the year in which they are issued and may be renewed within 30 days preceding such expiration. Renewals shall be one year from the first day of January in each year.
All licensed master plumbers and employing plumbers shall be held responsible for all acts of their employees and/or apprentices in connection with the business for which the license is given.
Any person violating any provision of this chapter shall be liable to a fine of not exceeding $50 for each offense and, if convicted, shall, if a licensed plumber, forfeit his license.
