The mayor and council shall appoint a city administrator who
shall serve at its pleasure. The council shall set the compensation
and determine the conditions of employment of the administrator. The
administrator shall be appointed solely on the basis of executive
and administrative qualifications and need not be a resident of the
city or state at the time of entering employment but may temporarily
reside outside the city while in office only with approval of the
council.

The city administrator shall be the appointed chief administrative
officer of the city, and shall be responsible to the mayor and council
for the administration of the day to day management of city employees
and city affairs as assigned under this charter or by direction of
the council. The city administrator shall:

Appoint and, when necessary, suspend or remove all city employees
except as otherwise provided by law, this charter, union contracts,
or personnel regulations adopted pursuant to this charter. Appointment,
suspension and removal of the heads of city departments shall require
prior approval of the council. The administrator may delegate his
or her assigned duties to the various department heads.

Direct and supervise the administration of all departments, offices
and agencies of the city, except as otherwise provided by this charter
or by law.

Attend all council meetings and shall have the right to take part
in discussion but may not vote.
d.Â
See that all laws, provisions of this charter and acts of the council
are faithfully executed.

Submit the annual budget and capital program to the council.
f.Â
Submit to the council and make available to the public a complete
report on the finances and administrative activities of the city as
of the end of each fiscal year.
h.Â
Keep the council fully advised as to the financial condition and
future needs of the city and make such recommendations to the council
concerning the affairs of the city.

Perform such other duties as are specified in this charter or may
be required by the council.

The mayor and council shall have the power, including the power
of subpoena, to investigate all matters involving city employees and
their official duties. The council may require through the city administrator
any information or records considered important to any investigation
and may require through the city administrator any employee, including
the administrator, to appear before it.
Neither the mayor nor any councilmember shall, as an individual,
direct any city employee concerning his official duties. The mayor
and council shall direct city employees, Boards and Commissions, only
when acting in their capacity as an official body.
