All children who attend schools in Cecil County which do not receive state aid, and who reside on or along or near to the public highways of Cecil County, on which there is now or hereafter operated a public school bus or conveyance provided by the Board of Education of Cecil County for transporting children to and from the public schools of Cecil County, shall be entitled to transportation on the buses or conveyances. The same shall be provided for them by the Board of Education of Cecil County, subject to the conditions hereinafter set forth, from a point on the public highway nearest or most accessible to their respective homes to and from any of such schools as may be located within a town which the bus or conveyance is serving. Such transportation shall be provided by the Board of Education as aforesaid for all the children attending schools described herein, upon the same terms and conditions as now are or as may be hereafter established by the Board of Education of Cecil County for children attending public schools.

Each member of the County Board of Education of Cecil County shall receive annually the sum of $600 for traveling and other expenses incident to attending the meetings and transacting the business of said Board.

A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
BOARD
The Cecil County Board of Education.
SCHOOL BUS
A bus operated by the Board to transport students.
SCHOOL BUS SAFETY CAMERA
A camera placed on a school bus that is designed to capture a recorded image of a driver of a motor vehicle committing a violation authorized by the Annotated Code of Maryland, Transportation Article, § 21-706.1.
SCHOOLS
Cecil County Public Schools.
SHERIFF
The Cecil County Sheriff.
VIOLATION
A violation of the Annotated Code of Maryland, Transportation Article, § 21-706.1.
B. 
The Board may install, operate, and maintain school bus safety cameras on school buses as permitted by the Annotated Code of Maryland, Transportation Article, § 21-706.1.
C. 
A person who commits a violation recorded by a school bus safety camera is subject to a civil penalty authorized by the Annotated Code of Maryland, Transportation Article, § 21-706.1.
D. 
The registered owner of a motor vehicle will be sent a citation by the Sheriff's Office, which will include a fine of $250 for each violation.
E. 
The schools must use any fines collected by the County for a violation recorded by a school bus safety camera:
(1) 
To recover the costs of installing, operating, and maintaining school bus safety cameras.
(2) 
For public safety purposes, including pedestrian safety programs.
(3) 
Any revenue remaining will be assigned to the Cecil County Sheriffs Office for their use.
