There is a Winding Brook Special Taxing District located on the north side of Fletchwood Road (Maryland Route 277) at its intersection with Chestnut Drive, in Census Tract 306.02 and in the fourth election district of Cecil County and bounded by the Meadowview Subdivision to the south, the West Creek Village Shops and the West Creek Village Apartments to the east, the E.I. DuPont property to the north, and the West Creek Village Subdivision to the west.
The purpose of the Winding Brook Special Taxing District is to pay the costs of trash collection, mowing of common areas, and general maintenance in the district.
For the purposes of administering the district, the Cecil County Council constitutes the District Board. The District Board is a body corporate by the name of "Winding Brook Special Taxing District," with the right to use a common seal, to sue and be sued, and to do any and all other corporate acts for the purpose of carrying out the provisions of this article.
Cecil County shall levy annually upon the property in the Winding Brook Special Taxing District a sum sufficient to pay the costs of trash collection, mowing of common areas, and general maintenance of the district. This levy shall be collected as all other taxes in the County are collected and shall be paid over to the Director of Finance.
