Pursuant to the budget process established in the Charter, the
County may appropriate and contribute annually to the Union Hospital
of Cecil County, for the support and maintenance thereof, such sum
of money as the County considers proper and necessary; and the County
may levy annually by taxation for such sums as may be appropriated
by the County under the provisions of this section in the annual levies
for taxation in Cecil County.
