The Chief of Police is hereby given authority to close the whole or part of any street or public highway to vehicular or animal traffic thereon when, in his judgment, such traffic becomes congested upon such street or public highway so as to interfere with or become dangerous to pedestrian travel thereon.
The Chief of Police shall be and he is hereby authorized and directed to supply patrolmen with tags, summonses and citations which may be used for the purpose of giving due notice to owners, operators, chauffeurs and drivers of vehicles when there are any violations of traffic laws and ordinances; that they shall appear before a Magisterial District Judge having jurisdiction, designating the date, time and place thereof; provided, however, that this provision shall not interfere with the rights of policemen to arrest violators on view for crimes, misdemeanors and violations of the provisions of this chapter.
The Police Department of the Borough of Bellevue is hereby authorized and directed to erect, or cause to be erected, all notices, signs, warnings and markings necessary to give notice of and to carry into effect the provisions of this chapter.
A. 
Any person violating any of the provisions or regulations of this chapter shall, upon conviction thereof before a Magisterial District Judge or any other court having jurisdiction, be fined a sum of not less than $15 nor more than $35 and the costs of prosecution.
B. 
Under plea and proof that a person is unable to pay any fine and costs imposed under this chapter, a Magisterial District Judge or any other court having jurisdiction may order payment of fine and costs in installments and shall fix the amounts, times and manner of payment.
C. 
Any person who does not comply with an order to pay entered under Subsection B hereof may be imprisoned for a number of days equal to one day for each $5 of the unpaid balance of the fine and costs.
D. 
In the event any person is charged with the violation of any of the parking provisions of this chapter, said person may elect, within five days of said violation, to plead guilty by completing the reserve side of the Notice of Traffic Violation and paying the following fines, either in person or by mailing a check payable to the Borough of Bellevue. The check and notice of violation must be delivered or mailed to the Borough of Bellevue Police Department, 537 Bayne Avenue, Bellevue, Pennsylvania 15202.

(1) 
The sum of $15 if paid within five days of the date and time indicated on the ticket; or
(2) 
The sum of $20 if paid after five days of the date and time indicated on the ticket but less than 15 days; or
(3) 
The sum of $25 if paid after 15 days of the date and time indicated on the ticket but less than 30 days.
