The Chief of Police is hereby given authority to close the whole
or part of any street or public highway to vehicular or animal traffic
thereon when, in his judgment, such traffic becomes congested upon
such street or public highway so as to interfere with or become dangerous
to pedestrian travel thereon.
The Chief of Police shall be and he is hereby authorized and
directed to supply patrolmen with tags, summonses and citations which
may be used for the purpose of giving due notice to owners, operators,
chauffeurs and drivers of vehicles when there are any violations of
traffic laws and ordinances; that they shall appear before a Magisterial
District Judge having jurisdiction, designating the date, time and
place thereof; provided, however, that this provision shall not interfere
with the rights of policemen to arrest violators on view for crimes,
misdemeanors and violations of the provisions of this chapter.
The Police Department of the Borough of Bellevue is hereby authorized
and directed to erect, or cause to be erected, all notices, signs,
warnings and markings necessary to give notice of and to carry into
effect the provisions of this chapter.
