GENERAL REFERENCES

PREAMBLE
We, the citizens of the Borough of Bellevue, County of Allegheny
and Commonwealth of Pennsylvania, in order to insure the continuation
of the Borough of Bellevue as a separate and distinct self-governing
municipality, to provide a more responsive, efficient, accountable
and flexible form of government and to promote the regular participation
of citizens in the affairs of the community, hereby do adopt this
Charter to be the basic framework of our municipal government.
