The Council shall have the power to make any local improvements
deemed necessary for the welfare or convenience of the City or its
inhabitants and assess the cost of such part thereof as they deem
just against any property found benefited thereby. Any two or more
local improvements may be made at the same time and as part of the
same proceedings and the assessment therefor likewise levied and collected.
Local improvements may be made and special assessments levied
against property benefited thereby in the manner provided by ordinance,
or the City may proceed to make improvements and levy special assessments
under any law of the State of Minnesota applicable to the City.
