The Borough Council of the Borough of Manheim hereby enters into an agreement with Mount Joy Borough, Rapho Township and Penn Township to establish a joint appeals board as provided by the Uniform Construction Code.[1]

This chapter is adopted pursuant to the Intergovernmental Cooperation Act, Act 177 of 1996, P.L. 1158, 53 Pa.C.S.A. § 2301 et seq., and this authority hereby granted shall continue from year to year for the lifetime of each cooperative project undertaken by authority of this chapter.
The purpose and objective of this chapter and the agreement entered into in connection therewith is to provide for sharing in the establishment of a five-member joint appeals board to resolve any appeal issues that may arise in the execution of the Uniform Construction Code by the four municipalities that are party to this agreement.
A. 
The Joint Appeals Board shall consist of five members, representing the construction industry, as defined under the Uniform Construction Code guidelines.
B. 
Each municipality shall appoint one person as its representative to the Appeals Board. The term of service will be four years. Wherever possible, the representative for the municipality shall reside in that municipality.
C. 
The fifth member of the Board of Appeals shall be an at-large member agreed upon by the governing bodies of the participating municipalities. The term for the at-large member will also be four years.
All actions and activities of the Appeals Board will be governed by the requirements of the Uniform Construction Code. It will be the responsibility of the Building Code Official for each municipality to convene the Board when appropriate. All advertising fees and other costs and procedures shall be established at the first meeting of the Board.
