As used in this article, the following terms shall have the
meanings indicated:
BACKFLOW PREVENTER
A device, approved by the Borough, installed in a customer's
water system to prevent any possible flow back into the Borough's
water system.
CROSS-CONNECTION
Any physical connection or arrangement between two otherwise
separate piping systems, one of which contains Borough water and the
other water of unknown or questionable safety, whereby there may be
a flow from one system to the other, the directions depending on the
pressure differential between the two systems.
WELL
A pit or hole sunk into the earth to reach a supply of water.

Any person prior to issuance of a permit shall pay a fee as
shall be established from time to time by resolution of Borough Council.
There will be no charge for registration of a well which existed prior
to the date of enactment of this article.
No permit shall be granted for the drilling of any well where
the premises is accessible to receiving water from the Manheim waterworks
or if the premises is currently receiving water from the Manheim waterworks.
Any existing property or premises with both a well supply and
a supply of water from the Manheim waterworks shall have a backflow
preventer device installed on the public water supply system. All
such backflow preventer devices shall be approved by the Borough,
and the installation of any such device shall be in accordance with
specifications of the Borough and shall be inspected and approved
by the Borough. The cost of inspection of existing and new backflow
preventer devices by the Borough shall be paid by the customer.
