A.
The provisions of this article shall apply to the roadways within
the Bethlehem Town lines.
B.
This article shall be enforced by the Town of Bethlehem Resident
Trooper, Constables and, where applicable, the Connecticut State Police.
C.
Deviations from the normal function of a roadway, found not in compliance
with the Town of Bethlehem's temporary traffic control regulations,
will result in the interference being terminated and/or criminal charges
applied.
The intent of this article is to provide reasonably safe and
efficient movement of motorists and farmers while protecting workers,
pedestrians, property owners and responders to traffic incidents.
As used in this article, the following terms shall have the
meanings indicated:
Any activity where an intrusion on the roadway or an area
adjacent to the roadway occurs. An intrusion causes the normal function
of the roadway to be suspended and may include but is not limited
to a contractor's employees, equipment, and/or their motor vehicles.
All person(s) and/or companies placing equipment, signage or
personnel on any roadway within the Town of Bethlehem shall follow
the guidelines listed below:
A.
Notify the Bethlehem Resident Trooper or the day-shift Bethlehem
Constable at the Bethlehem Resident Trooper's office with the following
information [R/T Phone No. (203) 266-7405].
C.
Notification of jobs shall be no later than 12:00 noon on the business
day preceding the commencement of the proposed job. If the Troop "L"
dispatch is reached upon calling, this indicates all personnel are
attending other business. Leave the above information for the Bethlehem
Resident Trooper; a Department representative will return your call
to confirm an officer is available.
D.
If the Bethlehem Resident Trooper's office informs you they are unable
to provide your company with an officer, it will be necessary to call
the Connecticut State Police construction project coordinator and
request a trooper for the project [(860) 685-8420]. Note: All jobs
must be offered to the Bethlehem Constables prior to contacting the
CSP construction project coordinator. The CSP office will accept calls
until approximately 3:00 p.m. for jobs occurring on the following
day.
E.
Provide a safe condition while working in or around the roadways,
including but not limited to those areas where it is necessary to
have an officer present, i.e., cones, signage and proper temporary
traffic control patterns. It is the responsibility of the individual
or company in which the normal function of the roadway was suspended
to maintain a safe environment in which all federal, state, local
and OSHA regulations are in compliance.
Compliance with the roadway construction project guidelines
may be required when work is proposed on any of the following Town
roads, as specified in the table below:
