An examination of the records shows that many persons employed by the City of Hoboken have moved their residency from the City and other employees were hired as nonresidents. On September 1, 1965, an ordinance was adopted by the City of Hoboken requiring that nonresidents obtain domicile within the City within six months of the notice or forfeit their employment. The 1965 ordinance was not diligently enforced. As a result, there are currently employees who do not have their domicile in the City of Hoboken. The Council therefore deems it advisable that the following regulations are hereby amended.
A. 
Residency. No officers and persons employed by the City of Hoboken on or after the adoption of this article shall be required to be bona fide residents of the City of Hoboken in order to obtain employment or maintain employment with the City of Hoboken.
B. 
There shall be no requirement for residency in the City of Hoboken after appointment or as a condition of continued employment, provided that a preference for appointment shall exist, for civil service classified employment, in the following order:
(1) 
Residents of the City of Hoboken;
(2) 
Residents of the County of Hudson;
(3) 
Residents of the State of New Jersey; then
(4) 
All other applicants.
C. 
Department Directors and all other nonclassified appointed employees shall not be required to be a resident of the City of Hoboken at the time of appointment, if so authorized by the Mayor.
