The City Clerk shall annually, before entering upon the duties of his office, give a bond in such form as the City Solicitor shall approve, with sufficient sureties to the satisfaction of the Committee on Finance, and in such sum as such Committee may prescribe, for the faithful performance of his duties and for the delivery to his successor in office of all books, papers, records and property belonging to such office.

The City Clerk shall attend all general meetings of the citizens which may be held by virtue of warrants issued by the Mayor and City Council, and open every such meeting by reading the warrant therefor, and preside thereat until a moderator is chosen. He shall keep a record of all the proceedings of such meetings, including copies of all reports or other documents upon which such proceedings are founded.

The City Clerk shall be ex officio keeper of the City Seal, but shall permit the Mayor or any other officer to affix the same to any document to which the City Seal is required to be affixed.

The City Clerk shall notify the Auditor and the Treasurer of all orders passed by the City Council authorizing appropriations, assessments, apportionments or abatements, and shall also notify any board, officer or department of any order appropriating money to be expended by such board, officer or departments. He shall also notify any board, officer or department of any order pertinent to or in any way affecting the powers or duties of such board, officer or department within three days after such order is approved by the Mayor or otherwise becomes operative and in force. He shall notify the Inspector of Wires of the granting of every permit for the moving of a building through a public street.

The City Clerk shall annually, in July,[1] report to the City Council the transactions of his office during the preceding year and make such suggestions as he may deem proper.

There shall be an Assistant City Clerk, to be appointed by the City Clerk with the approval of the Mayor, subject to the civil service statutes, rules and regulations, so far as applicable. The Assistant City Clerk shall be sworn to the faithful discharge of the duties of the office, shall hold office until a successor is appointed and qualified and may be removed at any time by the City Clerk with the approval of the Mayor, subject to said civil service statutes, rules and regulations. The Assistant City Clerk shall assist the City Clerk in the performance of the duties of his office and shall discharge the duties of the City Clerk when that officer is absent, or when there is a vacancy in that office.
