A design review board shall be established to review the design, development and construction plans of proposed projects for any real property owned by the city and any for development which receives city funding. Said board is established for the purpose of protecting and enhancing the character and appearance of the community.

The Design Review Board Committee shall consist of five members, one of whom shall be an architect; another shall be a member of the Pittsfield City Council; and another member shall be the chair of the Community Development Board. In accordance with Article 2, Section 2-10 and Article 3, Section 3-3 of Chapter 72 of the Acts of 2013, the Mayor shall appoint all of the members to the Design Review Board Committee subject to city council approval. The city officials shall serve as long as he/she continues to serve in his/her official capacity, and the remaining members shall serve a term of two years. In the event of a vacancy, the Mayor shall appoint a successor as soon as practicable, subject to city council approval, and said successor shall fulfill the unexpired term of the member whose seat was vacated.

The board shall review the above-stated proposed projects and in doing so shall consider the physical appearance of such a project, its architectural harmony with other structures in the area, public safety and welfare, and any other characteristics which may affect the character and appearance of the community in that area.
All design, development and construction plans shall be submitted to the board within 60 days prior to the date when the city council considers the awarding of a contract for the sale of city real property or the expenditures of city funds for the development of projects involving real property.
The board shall convene a meeting within 40 days of the date when the council considers such a contract and submit its recommendations to the mayor and the city council within 20 days prior to such city council consideration.
