There is hereby established a municipal board to be known as the “Green Commission.”

The Green Commission shall consist of 11 members, one of whom shall be a member of the Pittsfield City Council; another of whom shall be the Director of Maintenance; another of whom shall be the Commissioner of Public Services; and another of whom shall be an employee of the Community Development Department. In accordance with Article 2, Section 2-10, Article 3, Section 3-3 and Chapter 6 of Chapter 72 of the Acts of 2013, the Mayor shall appoint all of the members to the Green Commission subject to City Council approval. In making appointments to the Commission, the Mayor shall seek to find members with an expertise which can contribute to the purposes for which this Commission has been established. In accordance with Article 10, Section 10-6(a) of Chapter 72 of the Acts of 2013, the members of the Green Commission shall elect from the membership a chairperson, vice chairperson, a secretary and any other officers that the membership deems necessary.

Excepting the City Councilor and other city officials, who shall serve so long as they serve as city officials, each member shall serve a term of three years. In the event of a vacancy, the Mayor shall appoint a successor as soon as practicable, subject to city council approval, and said successor shall fulfill the unexpired term of the member whose seat was vacated.

The Commission is charged with:
(a) 
Investigating means to increase the overall use efficiency in the City, to decrease the use of energy from nonrenewable sources and to encourage the use of energy from renewable sources in the areas set out in Subsection (b) of this section;
(b) 
Assessing current energy use levels and projecting future energy use levels in Pittsfield in the areas of industry, commerce, institutions, residential dwellings, transportation and municipal dwellings, for the purpose of identifying opportunities to encourage and or provide incentives;
(c) 
Evaluating current land use policies for their effectiveness in promoting energy conservation and stimulating the use of alternative forms of energy, being attentive to the relationship between transportation and land use, built areas and open space, as well as to the configuration of buildings and street plantings;
(d) 
Drafting, for consideration by the City Council, ordinances, rules, regulations, policies and programs necessary for the implementation of Commission’s recommendations.

In accordance with Article 10, Section 10-6(b) of the City Charter enacted by Chapter 72 of the Acts of 2013, the Commission shall make rules governing its meetings.

The Chairperson is authorized to appoint members to serve on committees as needed. The committees shall be formed to further the function and duties of the Commission as stated in § 2-263. The committees shall make recommendations to the Commission, which shall be subject to the review and approval of the Commission. The committees may be dissolved at the Chairperson’s discretion. Each committee shall consist of at least one Commission member.
