There is hereby established within the City a Taxicab Commission.

The Taxicab Commission shall consist of seven members. In accordance with Article 2, Section 2-10, Article 3, Section 3-3 and Article 6 of Chapter 72 of the Acts of 2013, the Mayor shall appoint all of the members to the Taxicab Commission subject to City Council approval, one of whom shall be a City Councilor, another shall be the Chief of Police or his/her designee, another shall be the Commissioner of Public Services or his/her designee, and the other shall be the Director of the Senior Center or his/her designee; and each of these four members shall continue to serve so long as each member continues to hold his or her office. The Mayor shall appoint the remaining three members, subject to City Council approval, and each of these members shall have a term of three years beginning from the date of their original appointment. In the event of a vacancy, the Mayor shall appoint a successor as soon as practicable, subject to city council approval, and said successor shall fulfill the unexpired term of the member whose seat was vacated.

In accordance with Article 10, Section 10-6(a) of Chapter 72 of the Acts of 2013, the members of the Taxicab Commission shall elect their Chairman, Vice Chair and a Secretary. The Chairman shall preside at all meetings of the Commission. The Taxicab Commission shall keep an accurate record of all meetings held and the business transacted by the Commission.

The Taxicab Commission shall meet as often as its business may warrant or require. Regular or special meetings may be called by the Chairman or any four members of the Commission. In the absence of the Chairman from a meeting, the members in attendance shall elect a Chairman, pro tem, who shall preside for the duration of such meeting. Four members shall constitute a quorum but the affirmative vote of at least four members shall be required for any official act, order or vote of the Commission.
