In addition to the five regular members of the Board of Health in the Township of Hanover which was created by the Township Committee and whose appointment, term of office and duties are set forth under Chapter 27 of the Township Code, pursuant to N.J.S.A. 26:3-3, the Board of Health hereby establishes the creation of two alternate members to the Board who shall be appointed by the Township Committee.
A.Â
Alternate members of the Board shall be appointed for terms of two
years. Alternate members shall be designated at the time of appointment
by the authority appointing them as "Alternate No. 1" or "Alternate
No. 2."

Initial appointments for the alternate members to the Board shall
be as follows: Alternate No. 1 shall be first appointed for a term
of two years and Alternate No. 2, if applicable, shall be first appointed
for a term of one year so that the term of no more than one alternate
member shall expire in any one year. Thereafter, all appointments
shall be made for full terms of two years.

If any vacancy shall occur, it shall be filled in the same manner
in which the original appointment was made, but for the unexpired
portion of the term only.
Alternate members to the Board of Health shall have all the same powers and duties granted to regular members of local health boards by the statutory laws of this state and as set forth under Chapter 27 of the Township Code. However, an alternate member may participate in discussions of the proceedings but may not vote except in the absence or disqualification of a regular member. A vote shall not be delayed in order that a regular member may vote instead of an alternate member. In the event that a choice must be made as to which alternate member is to vote, Alternate No. 1 shall vote first.
