The costs of providing available fire and emergency services shall be covered by a combination of:
A. 
Municipal budget appropriations;
B. 
Insurance payments for services where insurance coverage is available;
C. 
Direct payments from recipients served for amounts not covered by insurance; and
D. 
Revenues from service agreements with persons, agencies and jurisdictions that rely on Atlantic City fire and emergency response services.
The Atlantic City Fire Department shall maintain accurate records of all fire and emergency response services provided on the formats as approved by the New Jersey Fire Safety Commission and other affiliated emergency response authorities, as required. Said records shall include pertinent information required for insurance purposes and shall identify the complete name, mailing address, place of domicile, and telephone numbers of all persons requesting and receiving fire services subject to applicable laws.
The Atlantic City Fire Department shall bill or contract with a third-party billing agent for the collection of payment of services rendered, plus the cost of reimbursable supplies and equipment, in each instance where fire services are provided.
Persons receiving bills for fire services shall make payments to the City of Atlantic City or provide proof that they have submitted a claim to their insurance carrier for payment within 30 days of receipt of the bill. These provisions shall be subject to the following:
A. 
Persons receiving fire services and emergency services shall cooperate with the Atlantic City Fire Department and other billing personnel, as designated by the City, to secure full payment for services rendered.
B. 
Due to anticipated time requirements for the preparation and processing of insurance claims, persons hospitalized as a result of an emergency shall not be charged interest on fire services billings.
C. 
The City shall be authorized to receive all payments.
D. 
The City of Atlantic City reserves the right to determine that a bill is uncollectible and written off.
The Atlantic City Fire Department is authorized to adopt, by resolution, as approved by City Council, rules and regulations to implement the fire services provisions of this chapter, including but not limited to the criteria by which eligibility to pay is determined. On matters not addressed by provisions of this article or specific regulations, the Atlantic City Fire Department is authorized to establish and follow administrative rules and regulations for the effective administration of this chapter.
