The supervision and maintenance of all public parks and places of recreation, whether owned or leased by the Borough of Colwyn, shall be and remain in the Recreation Committee of the Borough Council, and said Recreation Committee shall have such other duties of like nature which shall be from time to time assigned to it by resolution of the Borough Council.
The following rules and regulations are hereby established for the use, management and protection of all parks and other places of recreation owned or leased by the Borough, within the Borough of Colwyn:
A. 
The parks shall be open from 8:00 a.m. to 10:30 p.m.
B. 
Responsibility for damage to any part of the field as a direct result of the activity on the field rests with the organization which has been granted permission to use the field.
C. 
The cleaning up of an area is the responsibility of the organization using the field.
D. 
No admission is to be charged to any contest, and no person is to be marked by tag, button, etc., as having made or not having made a donation.
E. 
No team is to give its scheduled time to any other team.
F. 
No alcoholic beverages are permitted at any time.
G. 
No glass containers of any kind are to be used in the parks or places of recreation at any time.
H. 
No swimming is permitted in the parks.
I. 
No golfing is permitted in the parks.

J. 
No dogs or other animals shall be allowed in said parks and/or other places of recreation without the express written permission of the Recreation Committee.
K. 
No fires shall be kindled except in facilities provided.
L. 
Automobiles shall not block the entrance to the field.
M. 
No unauthorized vehicles (this includes motorized and motorless bicycles) are permitted beyond the park entrances.
N. 
No advertising literature of any kind is to be distributed on the field.
O. 
Each team granted time to use the field during the evening hours must provide adequate personnel to supervise or manage the activity.
P. 
Use of the athletic fields and tennis courts shall be by permit only, issued by the Chairman of the Recreation Committee or his designee.
Q. 
Any person or entity violating any of these regulations shall forfeit any permit previously issued to him, her or it and with it the right to use the field or any part thereof.
R. 
Parents shall be liable to the Borough for the acts of minor children which result in damage or disorder.
The application for and acceptance of a permit by any person or entity to use any part of the parks or recreational facilities of the Borough shall be construed as an indemnification of the Borough from and against any and all liability or loss or responsibility for accidents, injuries or other claims for damages resulting in any way from the use of the field, and all persons or entities granted permission to use the field shall carry sufficient liability insurance, as determined by the Recreation Committee, to indemnify and hold harmless the Borough and any of its officers, agents or employees for any claims for damages of whatever kind arising from the use and occupancy of the field.

Any person, organization, association or entity who shall violate any of the rules and regulations contained in this chapter shall, upon conviction thereof before a District Justice, be sentenced to pay a fine of not more than $600 and the costs of prosecution for each and every offense, and in default of payment thereof, be imprisoned in the Delaware County Prison for not more than 30 days. Each day's violation of any of the provisions of this chapter shall constitute a separate offense.
