GENERAL REFERENCES

No building or structure shall be erected, added to or structurally altered until a permit therefor has been issued by the Codes Enforcement Officer. No plumbing connection, water service connection or sewer service connection shall be made unless a permit has been issued and an inspection fee has been paid.

All permit fees shall be established by the Town Board as needed from time to time by Town Board resolution, subject to a public hearing, and such fees shall be publicly posted in the office of the Town Clerk.

The following fees shall be paid to the Codes Enforcement Officer upon the filing of an application for a building permit in the event of new construction, construction of an addition, alteration of an existing structure, or other construction activity. The schedule is as follows:
A. 
Residential, new construction, and additions.
(1) 
New construction (one- and two-family dwellings): $0.15 per square foot for the entire square footage of the proposed structure; minimum fee $50.
(2) 
Additions, garages, sheds, carports, decks, accessory buildings, and miscellaneous storage structures: $0.15 per square foot for the entire square footage; minimum fee $30.

(3) 
Square footage shall be measured from the exterior of the structure and shall include the entire square footage of the structure. The square footage will not, however, take into account attic, cellar, or basement square footage, where the attic, cellar, or basement is not used as living space.
(4) 
All applicants applying for a building permit under § 29-2A shall also pay a fee of $25 for the review of their building plans.
B. 
Commercial and industrial development new construction, and additions.
(1) 
New construction: $0.20 per square foot for the entire square footage; minimum fee $50.
(2) 
Additions: $0.20 per square foot for the entire square footage; minimum fee of $30.
(3) 
Square footage shall be measured from the exterior of the structure and shall include the entire square footage of the structure. The square footage will not take into account attic, cellar, or basement square footage, where the attic, cellar, or basement space is not used for commercial, business, manufacturing, or industrial purposes.
(4) 
All applicants applying for a building permit under § 29-2B shall also pay a fee of $50 for the review of their building plans.
C. 
Other nonstorage structures (signs, billboards, windmills, an/or other structures): flat fee of $50.

(1) 
All swimming pools that contains water over 24 inches deep (in-ground, aboveground and on-ground swimming pools, hot tubs, and spas): flat fee of $25.
D. 
Fire inspection fee.
(1) 
Fifty dollars per hour, where applicable.

A. 
In the event that a building permit is issued pursuant to § 29-2 of this chapter and the construction, addition, alteration or other activity applied for is not completed within one year of the date of issuance of the building permit, an application shall be made to the Codes Enforcement Officer for a building permit renewal.
B. 
The fee to be paid for a building permit renewal shall be 1/2 of the original building permit fee, provided that the renewal application for the construction, addition, alteration or other activity applied for is the same as the original application. A change in the renewal application shall be deemed a new application and the fees contained in § 29-2 of this chapter shall be applied.
C. 
The building permit renewal shall be valid for a period of one year from date of issuance.

The following fees shall be paid to the Codes Enforcement Officer upon the filing of an application for a plumbing permit inspection:
A. 
Residential construction.
(1) 
The minimum charge will be $45, which will include: one bathroom of three fixtures; one hotwater tank; one kitchen sink; one washing machine; and one dishwasher.
(2) 
The above will include two visits, maximum period of 120 days. Each fixture over the minimum will be an additional cost of $5.

B. 
There will be an additional charge beyond two inspections of $25 per inspection, to be paid in advance.

Plumbing inspections are made in normal business hours by appointment only.
D. 
Commercial construction.
(1) 
Formula: Base Price + Cost + Extra Visits.
(2) 
Fixture unit is to be computed from the 1984 New York State Code, Table 1-903,1 or the applicable New York State Code enacted after 1984 and in effect at the time of application.
NOTE 1: All water closets will be four fixture units regardless of whether they are flushometer or standard tank type.
(3) 
Base price per job is to be determined as follows:

Cost per unit fixture will be $5.

Number of visits allowed at no extra charge will be determined as the total charge divided by 40.

A. 
Each applicant shall provide the Codes Enforcement Officer with information regarding the source of his or her water supply and shall provide copies of approvals of connections from the municipality to provide said water and from the New York State Health Department where required.
B. 
A water service connection fee of $40 for each water service connection to a source of public water supply shall be paid to the Codes Enforcement Officer upon the filing of an application for a water service connection permit.
C. 
There will be an additional charge beyond two inspections of $25 per inspection, to be paid in advance.

A. 
All applicants shall comply with the provisions contained in Chapter 70 of the Code of the Town of Frankfort, entitled "Sewers."
B. 
A sewer service connection fee of $40 for each sewer service connection shall be paid to the Codes Enforcement Officer upon filing of an application for a sewer connection permit.
C. 
There will be an additional charge beyond two inspections of $25 per inspection, to be paid in advance.
Any person or persons, firm or corporation violating any of the provisions of this chapter shall be guilty of a violation, punishable by a maximum fine not exceeding $250 or by imprisonment for not more than 15 days, or by both, and shall be subject to a further penalty for the continuance of each such violation for each day any such violation is permitted or allowed to continue after an order directing the discontinuance thereof has been made by the court having jurisdiction of the proceedings.
