No official, inspector, administrator, or employee
shall issue a permit to erect, enlarge, or repair any building or
structure until collection of fees, based upon his estimate of construction,
calculated from the attached schedules. The estimate shall be exclusive
of plumbing, mechanical, and electrical costs.

A.
Purpose.

This article of the Town of Johnston hereby adopts, in an ongoing
fashion, the most recent edition of each of the Building Codes, as
adopted and amended by the State of Rhode Island, for the purpose
of regulating and governing the conditions and maintenance of all
property, buildings and structures; by providing the standards for
supplied utilities and facilities and other physical things and condition
essential to ensure that structures are safe, sanitary and fit for
occupation and use; and the condemnation of building and structure
unfit for human occupancy and use and the demolition of such structures
located within the Town of Johnston; providing for the issuance of
permits and collection of fees therefor.

It is the express intention that any Building Code adopted by the
State of Rhode Island is hereby enforceable within the Town of Johnston
as if the Johnston Town Council adopted the same State Building Code
contemporaneously with the Rhode Island General Assembly.
B.
Building
Code of Town of Johnston. The State of Rhode Island Building Code,
as amended, and referenced as SBC-1 through SBC-9, is hereby adopted
as the Building Code of the Town of Johnston, in the State of Rhode
Island. Each and all of the regulations, provisions, penalties, conditions
and terms of said Building Code on file in the office of the Building
Official for the Town of Johnston are hereby referred to, adopted
and made a part hereof, as if fully set out in this article, with
the additions, insertions, deletions and changes, if any.
C.
Copies
of State Building Code. Copies of the State Building Code, referenced
as SBC-1 through SBC-9, as amended, shall be kept on file for review
and inspection at the Office of the Building Official located at the
Town of Johnston Department of Public Works, 100 Irons Avenue, Johnston,
Rhode Island.
D.
Severability.
If any section, subsection, sentence, clause or phrase of this article
is, for any reason, held to be unconstitutional, such decision shall
not affect the validity of the remaining portions of this article.
E.
When effective.
This article and the rules, regulations, provisions, requirements,
orders and matters established and adopted hereby shall take effect
and be in full force and effect as of the date of the final passage
and adoption hereof.
