No person shall install an individual or community sewage disposal system in Warren City, Warren County, Pennsylvania, or construct any building in Warren City in which an individual or community sewage disposal system is to be installed without first obtaining a permit indicating that the site and the plans and specifications of such system are in compliance with the provisions of the Pennsylvania Sewage Facilities Act (Act of January 24, 1966, P.L. 1535, as amended) and the rules and regulations adopted pursuant to said act. A fee in an amount to be established from time to time by resolution of City Council shall be paid to Warren City at the time of making application for an individual or community sewage disposal system.
Any person who shall violate any provision of this article or any regulation promulgated under this article or who resists or interferes with any officer of the City in the performance of his duties under this article shall, upon conviction thereof, be sentenced to pay a fine not exceeding $1,000 plus costs and, in default of payment thereof, shall be subject to imprisonment for a term not to exceed 30 days. Each day that a violation of this article continues shall constitute a separate offense.
