The City of Warren, as a Home Rule Municipality, shall continue
to be a municipal corporation under the name "City of Warren." As
used in this Charter, the word "municipality" shall mean the City
of Warren in Warren County, Pennsylvania.
The boundaries of the municipality shall be the actual boundaries
of the municipality at the time this Charter takes effect and as they
may be lawfully changed thereafter.
