If any provisions of this Charter shall be held by any court
of competent jurisdiction to be invalid, such invalidity shall not
affect any other provisions of this Charter, it being the intent of
the electors of the municipality of Warren that the remaining provisions
of this Charter be given full force and effect as completely as if
such invalid provisions had not been included herein.
This Charter, except for the Transition Schedule in § C-63,
shall become effective on the first Monday of January 1978, and the
municipal government shall operate under the terms and provisions
of the Charter from and after the said effective date.
