A. 
Parking permit zones are hereby established upon the following portions of the streets of the City of Warren:
East-Central Permit Zone
South side of Water Street between Market Street and East Street
West-Central Permit Zone
South side of Pennsylvania Avenue West between Hickory Street and Poplar Street
North-Central Permit Zone
North and south sides of Fourth Avenue between Hickory Street and Market Street
South-Central Permit Zone
North and south sides of Crescent Park between Onondaga Avenue and Main Avenue
B. 
Such permit zones shall be operative from 6:00 a.m. to 5:00 p.m., Monday through Friday, excepting holidays. Nothing herein shall authorize parking for any length of time in any location within a parking permit zone where parking is specifically prohibited by law or by any ordinance of the City.
C. 
One parking permit per single-family residence may be granted at no cost to the resident when it can be demonstrated that the resident owns/leases a vehicle and that there is no available off-street parking associated with their residential property located within an on-street permit parking zone. Such permit shall be valid only in the on-street permit parking zone in which the holder resides and is nontransferable.
A. 
The following are established as permit parking facilities in the City of Warren:

Between Second Avenue and Third Avenue
B. 
Parking permits in such facilities shall be operative from 6:00 a.m. to 5:00 p.m., Monday through Friday, except holidays.
The operator of every vehicle, when parking in the permit parking facilities, shall park such vehicle wholly within a marked space with the foremost part of the vehicle headed into the parking space.
A. 
Monthly and weekly passes are provided for in certain parking zones and facilities operated by the City as detailed in § 440-52 of this article. Rental rates shall be as set by resolution of Council. Monthly and weekly rental rates are payable in advance. If payment is made after the fifth day of the contracted period, an additional charge of 10% shall be added for such late payment.
B. 
Parking in permit zones and facilities shall be for contracted renters only, and vehicles shall be parked only within the marked space. Unauthorized vehicles shall be subject to fine and/or penalties, as specified in § 440-57 of this article, and/or removed by towing at the expense of the owner of the vehicle.
C. 
Application for parking permits shall be made on forms provided by the City and shall include proof of identity, proof of residency and such other reasonable information that is deemed necessary by the City Manager to issue and control such permits. Permits shall be assigned to vehicles in a fashion deemed appropriate by the City as administratively determined by the City Manager or designee.
In any parking permit facility of the City, it shall be unlawful for any person to:
A. 
Be present in a parking facility without being a parking customer;
B. 
Deface any part of the facility;
C. 
Tamper with any equipment or appliance in or attached to the facility;
D. 
Ride bicycles, skateboards or in-line skates in the facility; and/or
E. 
Park a vehicle with accrued parking fees in excess of $300, without written authorization of the City Manager.
A. 
The police officer or other person making the report shall place on or attach to the vehicle, where possible, a notice to the owner thereof that such vehicle was parked in violation of a provision of this section and to report:
(1) 
The state, provincial, or other license number of such vehicle;
(2) 
The location and nature of the parking violation;
(3) 
The time at which such vehicle noted to be parked in violation of the provision of this section; and
(4) 
Any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending such violation.
B. 
Every owner shall, within five business days from when the notice was attached to the vehicle, pay to the City of Warren, as a fine and in full satisfaction of the violation, the sum of:

C. 
The failure of such owner to make such payment to the City of Warren within the five-business-day period shall render such owner subject to the penalties hereinafter provided for violation of the provisions of this section.
D. 
If such owner shall, in fact, make payment after the five-business-day period but before 30 days has elapsed from the date of the violation or before the filing of a complaint with the District Justice on account of such violation, the following payments shall be accepted in full satisfaction of violations of this section:

Any person who shall violate any provision of this article shall, for each and every such violation, upon conviction thereof, be sentenced to pay the fine detailed in § 440-58D and costs of prosecution including but not limited to filing fees, attorney fees, and compensation for applicable witness' court time.
