The method of payment for parking in an off-street mechanized lot established under this article shall be as follows, except as provided under § 440-74 hereof:
A.
During the hours of operation, the operator of any vehicle shall make payment at the pay station prior to exiting the lot at the rate specified in § 440-70 of this article.
B.
For each validation, Midtown Parking Lot only, up to the maximum
of three validations, an operator shall receive one hour of free parking.

A validation program shall be established at the Midtown Parking
Lot, with participation on a voluntary basis, which shall entitle
an operator of a vehicle to one free hour of parking for each validation
up to a maximum of three free hours of parking. The validation tokens
shall be made available to downtown merchants for distribution to
patrons at a cost of $25 per 100 validations.

All vehicles parked in the mechanized parking lot shall be parked
within the line and/or markings designating individual parking spaces.
Also, it is prohibited to park in any other area of the mechanized
lot which is not designated for parking on the surface.
A.
The police officer or other person making the report shall also place on or attach to the vehicle a notice to the owner or driver of the vehicle that the vehicle was parked in violation of this article, and instructing the owner or driver that if he will report to the police headquarters and pay, for the use of the City of Warren, the sum of $10 within 24 hours after the time of the notice, or will place the sum of $10 enclosed within the envelope provided and mail to the address shown on the notice, that act will save the violator from prosecution and from payment of the fine prescribed in Subsection B hereof.

Parking spaces within the Midtown Parking Lot shall be made
available on a monthly permit basis for large delivery vehicles only.
The permit fee shall be fixed by City Council pursuant to a resolution
and shall be for a calendar month or the part of a calendar month
remaining after the permit arrangements are made. The permit fee shall
be paid in advance to the City, and after the first month shall be
automatically renewable until the permittee notifies the City that
he wishes to terminate the permit arrangements. Each space shall be
assigned a number, which shall be posted at the permit space or painted
on the surface of the parking space.
