It is required that all dogs four months old or older in the County of Carroll be inoculated or vaccinated against rabies by a licensed veterinarian.
Any dog found not to be wearing a collar bearing an inoculation or vaccination tag issued within a period of 36 months next previous to the date of such finding shall prima facie be deemed to be not inoculated or vaccinated, unless the owner or custodian shall have in his possession and immediately produce a certificate of a veterinarian showing such dog to have been inoculated or vaccinated against rabies within a period of 36 months previous to the date of such finding, and, in any proceeding under this article, the burden of proof of the fact of such inoculation or vaccination as required herein, or that said dog is not required to be inoculated or vaccinated, shall be upon the owner.

Any person who purchases a license tag for a dog must first present to the Treasurer of Carroll County a certificate of inoculation or vaccination issued within 36 months next previous to the date of such application for a license.

Any person who fails to comply with or violates any of the terms of this article shall be guilty of a Class 1 misdemeanor.

Clinics will be held annually in communities throughout Carroll County for the convenience of all dog owners to have their dogs inoculated or vaccinated.
