A.Â
Those authorities that were established by the municipality before
the effective date of this chapter, or of which the municipality became
a member before the effective date of this chapter, shall continue
in existence under the provisions of the enabling legislation under
which they were created, as previously or in the future supplemented
or amended, and new authorities may be created as authorized by law.
Any authority previously created or established in the future may
be terminated as provided by law.

Council shall require an annual report from every authority and may
require more frequent reports from any authority.

At least once every four years, before December 31 of the year before
the municipal election at which regular councilmanic elections are
held, Council shall survey and study every authority and shall, as
a result of the survey and study, continue or terminate each authority,
except where otherwise provided by law.
D.Â
If Council decides to terminate an authority, it shall, at the same
time, issue a report stating the reasons for that action; the report
shall be available to the public.
