The provisions in the Charter relative to the oath of office for every elected officer shall prevail (see Charter, Article IV); and the Manager and department heads, before commencing their official duties, shall take and sign an oath of affirmation. The oath of affirmation may be taken and signed before any Magisterial District Judge of the Commonwealth of Pennsylvania. This oath shall be filed in written form with the Municipal Clerk prior to assuming office.
Any person convicted of a crime more serious than a summary offense, as described by Pennsylvania law, shall for a period of five years be ineligible to assume any position or employment under the municipal government and, upon conviction of such a crime while in office or employment, shall forfeit that office or employment.
The provisions in the Charter with regard to fidelity bonds shall prevail.

A. 
When Council deems appropriate, it shall provide, by resolution, for auxiliary police to assist the Police Department. Such assistance shall be limited to traffic and pedestrian control during parades, celebrations, periods of emergency and other activities as recommended by the Chief of Police and approved by Council in the rules and regulations. The auxiliary police shall have no power of arrest or law enforcement and shall not be permitted to carry firearms or other weapons. The auxiliary police shall be under the control of the Chief of Police.
B. 
When directed by Council, the Chief of Police shall organize said auxiliary police, determine the number of persons to be included, and prepare rules or regulations governing their conduct.
C. 
Before an auxiliary police group can be activated, in the manner as provided for in Subsections A and B of this section, the Chief of Police must submit the rules, regulations and other required information to Council for approval by resolution.
D. 
The auxiliary police group shall serve at the pleasure of Council and shall not come within the personnel provisions of the Charter, the Administrative Code or the Personnel Code.
Where law or ordinance prescribes certain functions to be performed by a designated department head under the former form of government, those functions shall be performed by the equivalent department head to whom the respective functions have been assigned by this chapter where deemed necessary by Council.
