GENERAL REFERENCES

The investment, from time to time, of excess funds in the general fund is hereby authorized; said investments to be made from time to time in United States Treasury Bills or in savings accounts or share accounts of institutions secured by the Federal Deposit Insurance Corporation or the Federal Savings and Loan Insurance Corporation.

The actual investment of the excess funds, from time to time, and the withdrawal or sale of those funds and investments shall be made upon decision of the City Manager or any other officer designated by the Manager and approved by Council under § C-42C of the Home Rule Charter.

There is hereby established a special fund to be known as the "Parking Revenue Fund." This fund shall be administered as hereinafter provided.

All monies collected from the parking facilities currently owned or hereafter acquired by the City of Warren from off-street or on-street parking facilities shall be placed in the Parking Revenue Fund.

Monies in the Parking Revenue Fund, both principal and interest, shall be spent for the following purposes:
A. 
For capital improvements, maintenance, and repair of all City parking facilities, both off-street and on-street.
B. 
The cost of enforcement of the regulation of all said facilities.
C. 
The payment toward indebtedness incurred by the City in connection with off-street and on-street parking facilities, all capital improvements at any time made with regard to said parking facilities, maintenance and operation of said parking facilities and the administration thereof, and the acquisition of new off-street parking facilities and equipment to meter additional on-street parking spaces.
D. 
All excess monies in the Parking Revenue Fund shall be invested in the same manner as other City funds are invested.

The Parking Revenue Fund shall be administered by the City Manager, subject to the control of Council.
