Vacancies within the municipal service may be filled by promotion of incumbent municipal employees. All promotional procedures shall be governed by this article.
Notice of vacancies shall be posted on the employee bulletin boards.
A. 
To be considered for promotion, an employee must be certified as eligible. The process of application, examination and certification of eligibles for original appointments, as prescribed by §§ 85-11 and 85-12 of this chapter, shall also apply to the filling of vacancies by promotion.
B. 
A promotional examination may be in more than one part and may include written, oral and physical examinations. In addition, performance rating of the candidate in his present position and his seniority shall be considered in determining the score or rate of each candidate. The announcement of the examination shall state how the various parts of the examination, the performance rating and seniority shall be weighed in determining the final score or grade of each candidate.
C. 
Written examination shall be a part of every promotional examination for the Police or Fire Department, and an oral examination shall be held within seven days of the written examination.

Promotions in the classified service as provided for in this chapter shall be "provisional promotions" for a probationary period of one year. If during the probationary period the work and performance of the employee so promoted is found to be below standards satisfactory to the department head and the Manager, the Manager may demote the employee to the position held by the employee previous to the provisional promotion.
A. 
It is the policy of the municipality that vacancies be filled first from lists of qualified eligible persons already employed by the municipality. Only when such a list is exhausted shall positions be filled by appointment of persons not employed by the municipality.
B. 
The list of qualified eligibles laid off shall next be used to fill vacancies until that list is exhausted.
C. 
Thereafter, a vacant position may be filled from any list of qualified eligibles available.
