Council shall determine the pay plan in the form of a resolution and, from time to time, may amend the plan by resolution. The beginning pay rate for an employee in any class shall be the basic rate for that class.
If a permanent employee is not performing satisfactorily, his department head may recommend to the Manager that a regular scheduled pay increase be withheld from the employee pending the accomplishment of satisfactory performance by the employee. If the Manager approves the recommendation of the department head, the Manager shall notify the employee in writing of the action to be taken and shall furnish the department head with a copy of the notice.
The Manager shall establish pay periods for all employees.
