This chapter shall be known and may be cited as "The Purchasing
and Contract Code of the City of Warren, Pennsylvania, 1978."

Definitions. As used in this chapter, these words and terms shall
have the following meanings:
The Home Rule Charter of the City of Warren, Pennsylvania,
as approved by the voters of the City on May 22, 1975.
The Council, as provided for in Article V of the Charter.
Applicable provisions of the Constitution and any statutes
of the Commonwealth of Pennsylvania and of the United States of America.
The Municipal Manager, as provided for in Article IX of the
Charter.
The City of Warren, Pennsylvania.
Any natural person, partnership, association, firm, corporation,
governmental body or agency, or other entity.
The municipality or any agency, board or commission created
by the municipality.
B.
Interpretation. In this chapter the singular shall include the plural,
the plural shall include the singular, and the masculine shall include
the feminine and the neuter.
The purpose of this chapter is:
A.
To adopt procedures for the purchasing of products, goods and services;
the making of contracts; the sale or lease of personal and real property;
providing for negotiated contracts, competitive bidding, detailed
bidding procedures, assurance of controls on aggregate spending and
safeguards against special interests as provided for in the Charter.
B.
To maintain high ethical standards for all officers and employees
of the municipality in connection with the matters and procedures
within the scope of this chapter.
