Council shall have the power to acquire land in the name of
the municipality by purchase or eminent domain proceedings, in fee
or in such right, title, interest or easement as Council may deem
necessary for the project as specifically authorized in a capital
budget or other legislation, as provided for by law.
Council shall have the power to accept grants and subsidies
from, and enter into agreements or other transactions with, the state
and federal governments or any other entity.
