The City of Warren hereby authorizes and designates the Warren
Library Association to act as the legal agent of the City of Warren
to provide public library service to the residents and taxpayers of
the City of Warren for and on behalf of the City of Warren.

In accordance with the provisions of § 411 of the
Library Code,[1] the City Council and the Mayor shall appoint one person
to serve as its representative on the Board of Directors of Warren
Library Association, such representative to serve three years. The
vacancies are to be filled by persons appointed by the Mayor and Council
of the City of Warren.

The Board of Directors of the Warren Library Association shall
prepare and present to the City of Warren such reports as are required
by the Library Code of the Commonwealth of Pennsylvania.
