No person shall make or cause, permit or allow to be made any
noise of any kind by crying, calling or shouting, or by means of any
whistle, rattle, gong, drum, horn or similar mechanical device, for
the purpose of advertising any goods, wares or merchandise or attracting
the attention or inviting the patronage of any person to any business
whatever in the City of Warren, excepting vending of prepackaged food
items from a vehicle, in which case a bell may be used to attract
patrons.

No person shall play or cause, permit or allow to be played
any phonograph, talking machine, radio or similar instrument upon
or near any public highway or in front of any place of business, or
in that part of any place of business that faces to the sidewalk,
or in a manner so as to annoy the general public upon the streets
or the residents or those doing business in the neighborhood, or to
make any unseemly noise or disturbance to the annoyance of the general
public or the residents nearby or those doing business in the neighborhood
in the City of Warren.

Nothing in this article shall prohibit or prevent the operation
of sound trucks for noncommercial purposes under permit as authorized
by ordinance of the City.

Any person who shall violate any provision of this article shall,
upon conviction thereof, be sentenced to pay a fine not exceeding
$600 plus costs and, in default of payment thereof, shall be subject
to imprisonment for a term not to exceed 30 days. Each day that a
violation of this article continues shall constitute a separate offense.
