No person, firm or corporation, except a master plumber duly
licensed to work in the County of Westchester, shall carry on the
business of plumbing or laying sanitary sewer lines in the Town of
New Castle.
The Plumbing Inspector shall be appointed by the Town Board. The Plumbing Inspector shall be under the supervision of and make all reports and recommendations to the Building Inspector. It shall be the Plumbing Inspector's duty to examine the plans and specifications submitted for approval and to see that they conform to all the requirements of this Chapter 48, to examine all plumbing work in both new work and alterations within the building to a point five feet outside of foundation walls of the building and to carry out all orders given by the Building Inspector. All plumbing work done under the provisions of this Chapter 48 and the materials used in such work shall be subject to the approval of the Plumbing Inspector, and he or she shall have the power and authority to direct the course and order of such work and require that such work be performed in such a manner and by the use of such materials as conform to this Chapter 48, the New York State Uniform Fire Prevention and Building Code and the State Energy Conservation Construction Code and the applicable provisions of any other ordinance, rule, regulation or law covering the business of plumbing or sanitary sewer laying in the Town of New Castle.
No plumbing shall be started until a licensed plumber has filed a plumbing and drainage application, with drawings, and received a permit from the Building Inspector upon payment of a fee as set forth by resolution of the Town Board in the Master Fee Schedule, which may be amended. In addition to the permit fee, a fee shall be paid for each fixture in an amount as set forth by resolution of the Town Board in the Master Fee Schedule, which may be amended. Repairs and replacements of plumbing and drainage may be made without the filing of drawings in the office of the Building Inspector as set forth in this Chapter 48, but said exemption for filing of drawings for repairs and replacements shall not be construed to include any case where new or replacements of vertical and/or horizontal lines of soil, waste or vent pipes are proposed. Said repairs and replacements shall comply in all respects with the weight, quality, materials, arrangements and venting as provided for in the New York State Uniform Fire Prevention and Building Code and the State Energy Conservation Construction Code and this Chapter 48. The provisions of this Chapter 48 and the New York State Uniform Fire Prevention and Building Code and the State Energy Conservation Construction Code and shall apply to all extensions, alterations and other work to be done in connection with plumbing or house drains in old buildings, the same as in new buildings except repairs as set forth in this Chapter 48. Each such permit, when issued, shall authorize the installation of plumbing or drainage and shall include such inspections as are required under this Chapter 48.
A.
Each building now or hereafter constructed in which plumbing or drainage
fixtures shall be installed shall be separately connected to the public
sewer if such sewer shall be available and accessible. If any such
building shall not have access to a public sewer, a private sewage
disposal system may be constructed therefor, provided that application
shall first be made to and a permit for such construction be secured
from the Westchester County Department of Health, and further provided
that such system shall be constructed in conformity to the conditions
and requirements of such permit. The owner of a building to be served
by a private sewage disposal system, or such owner's authorized agent,
shall file a copy of such permit with the Building Inspector, and
no certificate of occupancy for such building shall be issued nor
shall such building be occupied until such permit shall have been
filed and the construction of such private sewage disposal system
shall have been completed and approved by the Westchester County Board
of Health.
B.
When a public sewer shall become available to any building served
by a private sewage disposal system, the Town Engineer may issue an
order upon the owner of such building requiring its connection, at
the expense of the owner, to the public sewer within a period of time
to be specified in said order.
